It is a study about the thought and action ofthe educator Gabriel Betancur Mejía, great ideologist and administrator ofColombian education in the second half ofthe twentieth century. National Education Minister in the government of Presidents Gustavo Rojas Pínula and Carlos Lleras Restrepo; representative of Colombia upon the UNESCO. Founder of ICETEX, COLCIENCIAS, the Diversified Mid Education Institutes (INEM), the Agricultural Technical Institutes (ITA), the Superior School of Public Administration (ESAP) and others. His ideas about the Quinquennial Plan, the Educative Credit, the educative diversification and strengthening of the Nation Latin-American Community, are of significant importance for the future of these nations in crisis and the searchfor unity and integration to reach development, progress and peace in social justicefor all those who desire it.
